603.20 A special flight operations certificate — balloons shall contain the following general conditions: (a) the balloon operator shall maintain balloons that are properly equipped for the area of operation and the type of operation; (b) the balloon operator shall maintain its balloons in accordance with the requirements of Subpart 5; (c) the balloon operator shall employ flight crew members who meet the Special Flight Operations Standards ; and (d) the balloon operator shall conduct a safe operation.
